Approval Governance
Requires approval queue access
Run SDO Approval Governance
Execute and supervise final SDO approval decisions for volunteer hours — the last stage before hours are marked fully approved in student ledgers.
Prerequisites
- Signed in with SDO SuperAdmin permissions
Steps

Check approval health on your Staff Dashboard — the Pending Approval card shows the current backlog, and Approved Today shows daily throughput. Use Review Now or View History to jump straight to the queue or full audit trail.

Open the Review Queue. For each entry, review the student, event, agency, hours, date, entry method, agency validation status, and days waiting.

Click Approve or Deny (an optional comment is allowed on either), or Reject with a required reason to send the entry back for correction — the student is notified they may resubmit.

As SDO SuperAdmin, you can also Lock an entry to permanently finalize it with a required reason. Locked entries can no longer be edited or resubmitted.

To process several entries at once, open Bulk Actions, select entries with the checkboxes, then choose Bulk Approve Selected or Bulk Deny Selected and confirm. Bulk actions do not support reject or lock.

Review the Approval History, filterable by date range or student, to verify consistency with your SDO's approval policies.
Common Issues
Bulk action mismatch
Re-validate the selected rows before executing bulk submissions to avoid unintended decisions.
Queue never empties
New submissions arrive continuously from students. Monitor the daily approval rate from your dashboard rather than expecting the queue to reach zero.
Entry shows no agency validation
This usually means the submission is independent volunteer work with no linked agency — it can still be approved normally.
Entry stuck pending for a long time
Check the agency validation status — entries can't be SDO-approved until agency validation is complete.
Agency Verification
Requires access to agency verification actions
Verify or Unverify Agencies
Apply agency verification decisions to establish or revoke trusted agency status within your SDO scope.
Prerequisites
- Signed in with SDO SuperAdmin permissions
Steps

Open Agency Verification Management from your admin dashboard.

Review the summary stats at the top — Total Agencies, Verified, Unverified, Verification Rate, This Week, and Domain Locked.

Click the Unverified filter to see agencies needing a decision (highlighted rows), or use the search box to find a specific agency by name or domain.

To verify an agency, review its contact email, domain, and activity, then click Verify and confirm.

To revoke trusted status, click Unverify on a verified agency and confirm.

Submit and confirm the agency's verification state has changed. An audit trail is recorded automatically, and the summary stats refresh immediately.

Use the Export option to download a CSV or PDF snapshot of all agency verification states for compliance records.
Common Issues
Action denied
Confirm your SDO SuperAdmin role assignment and that the agency is within your SDO scope — agencies outside your scope aren't visible.
Agency not found
Clear active filters and search using a partial name or domain instead.
Domain Locked badge looks like verification
Domain lock is a separate status from verification — a domain-locked agency can still be unverified, and vice versa.
Policy Administration
Requires access to SDO settings
Manage SDO Settings and Policies
Configure tenant-level SDO settings — hour requirements, groups, service categories, billing, and the student roster — that affect governance, approval workflows, and operational behavior across your SDO.
Prerequisites
- Signed in with SDO SuperAdmin permissions (SDO Staff can also manage Groups & Cohorts and Hour Requirements, but Service Categories and Bulk Roster Import are SuperAdmin-only)
Steps

Open Staff Administration from the admin dashboard to see tiles for each settings area.

Manage Hour Requirements to configure graduation hour thresholds, deadlines, and interim milestones. Changes apply to all students in your SDO scope.

Manage Groups & Cohorts to organize students by grade, program, or cohort — groups can also be used to filter reporting and exports.

Manage Service Categories to add or remove the categories students choose from when logging hours.

Use the Student Roster section to search or filter students by group, and export the roster to CSV for audit purposes.

Manage your subscription plan and billing details from the Billing tile.

Save changes and validate the expected behavior in affected workflows to confirm they are active.
Common Issues
Settings not applied
Reload the settings page to confirm the values persisted. If the issue continues, contact support.
Bulk roster import fails
Check the CSV format requirements shown on the import page before re-uploading.
Access Governance
Requires pending requests in your SDO/domain scope
Review and Decide Access Requests
Make final approve or deny decisions on staff members awaiting approval to access your SDO tenant. This is a SDO SuperAdmin-only responsibility — SDO Staff cannot make these decisions.
Prerequisites
- Signed in with SDO SuperAdmin permissions
Steps

Open Pending Access Requests from your admin dashboard, or use the Review Now shortcut that appears whenever there are requests waiting.

Review each pending item's name, email, requested role, and the date the request was submitted.

Click Approve to grant the requester access immediately — there is no confirmation step, and the row is removed once the action succeeds.

Click Deny to keep the requester blocked from your tenant. This also applies immediately, with no reason field required.

Reload the page periodically to pick up newly submitted requests, since the list does not refresh automatically.
Common Issues
Cannot review requests / redirected away
Confirm your account has the SDO SuperAdmin role — this page is not available to SDO Staff.
No pending access requests
The queue is empty — the page will simply show that there is nothing to review.
Approve or Deny appears to do nothing
Watch for a failure notification — the request may have already been processed by another admin. Reload the page and try again.
Governance Analytics
Requires access to leaderboard and export features
Monitor Performance and Exports
Track SDO-level outcomes through the leaderboard and produce validated export artifacts for governance reporting and distribution.
Prerequisites
- Signed in with SDO SuperAdmin permissions
Steps

Check approval throughput on your Staff Dashboard — Pending Approval, Approved Today, and Approvals (Last 7 Days).

Open the Leaderboard and set the time period (This Week / Month / Quarter / Year / All Time) and ranking metric (Approved Hours / Total Entries / Agencies Worked With / Approval Rate). Review the summary cards to spot low-performing or at-risk students.

Open Reports and apply a start and end date to review Participants, Approved Hours, Pending Hours, and Events summary cards along with the student volunteer-hours summary table.

Open the Graduation Completion report for per-student status (Met, On Track, At Risk, or Not Started), or the Event Report for event-specific attendance and rosters.

Export an agency verification snapshot as CSV or PDF from Agency Verification Management for compliance records.

For per-student PDF reports, college-application exports, and export history, use the Bulk Export Center. All exports are run manually — there is no scheduled/automated export option, so plan export runs around your district's reporting calendar.
Common Issues
Report totals mismatch
Recheck the date filters and approval state scope, then rerun the export.
Leaderboard shows no data
The selected time period has no approved hours yet — widen the period or confirm data exists for that range.
Graduation Completion shows "Not Started" for many students
Check whether hour requirements have been configured under SDO Settings — students can't progress against a threshold that isn't set.
SuperAdmin Panel
Requires SDO SuperAdmin permissions
Use the SuperAdmin Panel
Access district-wide organization, user, and reporting views that are only available to SDO SuperAdmins from the SDO Dashboard.

- Signed in with SDO SuperAdmin permissions
Steps

From your SDO Dashboard, open the SuperAdmin Panel section in the sidebar.

Use Manage Organizations to view the volunteer organizations and agencies linked to your district.

Use User Administration to view the users associated with your district, filterable by role.

Use Org-wide Reports for a district-level view that complements the Leaderboard and Reports pages.
Common Issues
SuperAdmin Panel section not visible
This section only appears for SDO SuperAdmin accounts. Confirm your role assignment if it's missing.
Can't find a specific user
Use the role filter on User Administration to narrow the list instead of scanning the full district roster.
